Full Retail Contestability

With the introduction of Full Retail Contestability (FRC) in 2002 CitiPower and Powercor built and implemented its suite of FRC applications to meet the unique requirements of the National Electricity Market. The application supports the entire FRC business operations with coverage.

Now implemented in three major distribution businesses, the FRC Application Suite has been continually enhanced to meet new and changed market requirements (e.g National B2B) and to continue to improve the productivity of business operations

Standing Data Management

Management of NMI Standing Data is an integral feature of the FRC environment. Functions supported include:

  • Update of standing data based on MSATS transactions
  • Generation of MSATS transactions based on business events
  • Processing standing data transactions in the correct sequence to reflect all changes
  • Routines to synchronise data against the MSATS database
  • Maintenance of meter, register, tariff, property, customer and retailer relationships
  • Maintenance of all market roles (FRMP, MDP etc)
  • Versioning and audit trails to maintain history of relationships 
Meter Data

The Meter Data Management module is the engine for the processing of meter data for all meter types (1-7).

Billing

A number of FRC related functions are supported based on a Network Business specific configuration and implementation of LogicaCMG's CIS OV product. These functions include:

  • Network Billing (Industry Standard format)

  • Meter Read Scheduling / Management
  • Standing Data Management
  • Service Order processing
  • Meter Asset Management and Sampling
  • Accumulation Meter (type 6) validation and substitution 
Service Orders and Market Transactions

Processing both inbound and outbound MSATS and B2B transactions in line with market requirements in a manner that minimises manual intervention.

  • Translation of market transactions (CRs, etc) into business events
  • Validation of inbound requests against business rules
  • Generation of MSATS transactions based on business activity
  • Status management of service orders
Market Compliance

Remaining compliant with regulatory requirements is of the highest priority. Therefore the suite of systems are constantly maintained to the latest regulatory requirements including:

  • Australian Energy Merket Operator's MSATS procedures
  • National and jurisdictional B2B procedures
  • Metrology procedures
  • Use of System (UoS) Agreements Processing capabilities.

With the impending interval meter roll out in Victoria, the systems are being scaled in terms of sizing and performance to cater for the increase in data and processing requirements of interval metering.
