Cheung Kong Infrastructure Ltd (CKI) and Hongkong Electric Holdings Ltd (HEH) together own 51 per cent of CitiPower and Powercor. Both CKI and HEH are members of the Cheung Kong group of companies, are listed on the Hong Kong Stock Exchange, and are and are also majority owners of South Australian electricity distributor ETSA Utilities.
Cheung Kong Infrastructure Holdings Limited and Hongkong Electric Holdings Limited are members of the Cheung Kong Group, the leading Hong Kong based multinational conglomerate. In Hong Kong alone, members of the Cheung Kong Group include eight listed companies with a combined market capitalisation of HK$942 billion as at 31 December 2007.

The remaining 49 per cent of CitiPower, Powercor and ETSA is owned by Spark Infrastructure, a specialist infrastructure group listed on the Australian Stock Exchange. Its objective is to invest in regulated utility infrastructure in Australia and overseas, including electricity and gas distribution and transmission and regulated water and sewerage assets.
